no, preCICE does not have a maximum number of time windows.
There have been some related bugs between v3.0.0-v3.1.2. Please update to the latest develop version, or wait for the v3.2.0, which should be released soon.
In case you are using CalculiX, note that CalculiX considers the INC in its input file as the maximum number of increments (time steps): Simulation gets stuck at same time window - #14 by rachaelesmith
